The City of Philadelphia touted a successful first year for its Zero Fare program, which provides low-income residents with SEPTA Key cards allowing for unlimited taps on subways, buses, trolleys and the Regional Rail system. Over 4.3 million Zero Fare trips were taken during the program's first year, and the City will distribute an additional 20,000 SEPTA Key cards for the second year.
