How quickly will Pennsylvania finish counting votes in the Nov. 5 presidential election. in 2020 it took four days before a winner was declared in the state, mainly because of the number of mail-in ballots received in Philadelphia. But election officials predict counting will move more quickly in 2024, and the candidate who wins the state will be known on election night.
