100 people awaiting trial have been released from Philadelphia jails since October due to staffing shortages, the Defender Association of Philadelphia said. The city's court system began holding emergency bail hearings on Oct. 1 to release people who are not a public safety risk. More hearings are expected in the coming weeks.
